Electric Aggregation

 

The new Bellbrook Aggregation Program is approved and eligible residents will be receiving a letter with the details in the coming days.  This governmental aggregation is an additional option for residents along with programs at energychoice.ohio.gov

Some important points:

  • An RFP was conducted by our energy consultant and only two suppliers responded, Dynegy and Energy Harbor.  Dynegy offered the best rate reduction and they were selected as the supplier.
  • The Bellbrook program is a fixed price through May 2026. The utility rate for this period is $.0887 per kWh.  The AES price to compare is estimated to be $.094 per kWh from June 2025 to May 2026.
  • The notification letter will be sent to all residents not currently under contract with another supplier and receiving their electricity directly from the local utility to notify them of the new aggregation program.
  • If you are not currently in a program you will be automatically opted in.
  • If you are one of the eligible residents and receive the notification letter and you want to opt out of the program, the opt out deadline is March 21, 2025 for May power flow.
  • Once in the program, any resident can cancel at any time, and re-enter at any time.
  • A resident currently in a program can opt-in as well.
  • The program is to provide an additional option to Bellbrook residents so they can make the best decision available to them for their situation.

We understand there has been conflicting information about electric aggregation programs, specifically the Greene County/Energy Harbor agreement for the unincorporated areas of Greene County outside of Bellbrook.

The Greene County Aggregation program is for unincorporated areas and Townships ONLY.  Some Bellbrook residents were mistakenly informed they could enroll, and the law requires the supplier (Energy Harbor) to remove ineligible addresses from the program.

  • Greene County began the program in 2015 for properties located outside a City (municipal corporation) which includes Bellbrook.
  • Greene County had a supplier agreement signed in 2021 with Energy Harbor for $.0447 per kWh, at the then AES rate to compare of $.0480 per kWh creating a savings of $.003.
  • Rates were set with no indication of significant hikes the following year; anyone in this agreement has the luck of timing.
  • In May after the AES rate hikes were suddenly announced, some Bellbrook residents found an online opt-in form for the County program and attempted to sign up.
  • The supplier (Energy Harbor) is required to verify and confirm eligibility and determined residents of Bellbrook were not eligible for the County unincorporated area program.
  • The City of Bellbrook DID NOT opt out of a program with the County, as the City is required by law to create it's own aggregation program.

Directly after AES announced the significant rate hike, Bellbrook City Council held several public meetings to accelerate creation of an Aggregation Program for Bellbrook .

  • After rates were reset in May by AES with their sudden and unanticipated significant increase, City Council discussed the options for aggregation for Bellbrook at the May 23 Meeting.

  • Buckeye Energy brokers provided a public presentation at the June 13th meeting about Aggregation programs

  • June 27, Council approved a consultation agreement with Buckeye Energy Brokers to complete RFP's for a energy supplier rate

  • The best rate proposal from a supplier was be captured and offered as the Bellbrook Aggregation Program

 

Natural Gas Aggregation

 

The new Bellbrook Gas Aggregation Program is approved and eligible residents will be receiving a letter with the details in the coming days.  This governmental aggregation is an additional option for residents along with programs at energychoice.ohio.gov

Some important points:

  • An RFP was conducted by our energy consultant and IGS Energy the best rate reduction and they were selected as the supplier.
  • The Bellbrook program is a tiered price through November 2025.  Natural Gas prices start at a variable rate based on the applicable Centerpoint Energy BTU conversion rate for the month plus $0.165 per hundred cubic feet (Ccf).  Prices are based on closing NYMEX price of gas on the 15th of each month.
  • After April 2023, the Natural gas costs will be fixed for participating Bellbrook residents at $0.785 per Ccf.
  • The notification letter will be sent to all residents not currently under contract with another supplier and receiving their natural gas directly from Centerpoint Energy to notify them of the new aggregation program.
  • If you are not currently in a program you will be automatically opted in.
  • If you are one of the eligible residents and receive the notification letter and you want to opt out of the program, the opt out deadline is November 28, 2022.
  • Once in the program, any resident can cancel at any time, and re-enter at any time.
  • A resident currently in a program can opt-in as well.
  • The program is to provide an additional option to Bellbrook residents so they can make the best decision available to them for their situation.
